摘要
北京汽车工业在国内起步较早,目前发展缓慢,固然有经济观点、发展意识、主观决策以及资金投入等多种共性问题,但结构散乱、产品重复、调控乏力、“大而全、小而全”无疑是主要症结之一。在我国加入WTO之际,北京汽车工业应借鉴“奇点经济”理论,发挥技术优势,力求在国内汽车关键的基础技术共性技术及相关产品设计、试验和研究领域占有一席之地。同时,北京应采取把燃料电池电动汽车的开发研制作为长远重点,创造新需求,打造新市场,保障资金投入,走“官—产—学—研”的道路以及实施战略性开发人力资源等策略。
The automotive industry in Beijing started in earlier time, but now is in slow speed development, undoubtedly the major questions are related with the dispersed enterprise structure, repeated products, improper scheduling and controlling, 'Big but full-scale and small but full-scale', besides the common questions of economic viewpoint, developing consciousness, subjective decision, fund input and etc. When joined into WTO, the automotive industry in Beijing should take the 'marvelous economy' theory, bring the technical priority into play, strive to get a position in the domestic key automotive infrastructures, common technologies, related product designs, test and research fields, At the some time, Beijing should take the fuel cell electric vehicles (FCEV)as a long and emphasis developing and research project, create a new demand, make a new market, guarantee the fund input, go the way of 'goverment-industry-university-research department' and explore the human resources with a strategic con- sideration as well as taking other tactics.
