摘要
分析了人才流动中不合理行为的主要表现及其产生原因,提出了完善政策法规、建立健全人才市场运行规则、加大人才流动争议仲裁力度、加强道德建设、改革人事管理制度等一系列措施。
In this article the author analyzes the manifestation and reasons of the irrational aspects in the flow of qualified people,puts forward a series of measures including perfecting policy and rules,setting up and strengthening the managing rules in tatents markets,enhancing the arbitration force over disputes, emphasizing morality and reforming personal management rules,etc.
