摘要
企业内部的综合配套改革是企业转换经营机制的具体实施步骤。羊城铁路总公司主要在三个方面进行了改革:一是根据增产、降耗、少用人、多创利原则,在广州车辆段试行工效挂钩;二是在大朗站试行站机合一,将调车机车划归车站领导;三是在机关内部试行管理优质达标升级工作。上述试点均获得良好效果。前两项已在运输一线推广。
The internal comprehensive reforms of enterprises are specific implementation measures of transforming operational mechanisms of enterprises. The Yangcheng Corporation carried out its reform in the following three aspects: (i) determining worker's wages according to their performances in the Guangzhou Vehicle District;(ii)manging the station and shunting locomotives jointly in the Dalang station as a pilot program; (iii) giving a raise to its administrative personnel according to their achievements. The above - mentioned pilot programs were successful, and have been widely implemented.
