从劳动力内部结构变化的规律性和人力资本投资的必要性 ,可以看出高教产业的形成具有必然性。但目前我国高教产业严重滞后 ,因此采取切实可行的对策 ,加速发展高教产业 。

By analysing the law of changing of labor force′s inherent str ucture and the necessity of the investment of human capital,we can see that the formation of higher education business is innevitable.However,the development of higher education business has been seriourly delayed, so measures must be taken to promote the higher education business,which should be a matter of our first attention.
