Reflections of Establishing the Circulation Mechanism of Agricultural Land

建立农用地流转机制,难点是剥离农用地担负的社会保障职能,把它作为单纯的生产要素和经济要素对待和处理,以效率为标准,规范流转,优化配置。因此,必须城乡联动,扩大农民就业面,规范流转方式,改革户籍制度,建立和完善社会保障制度,还要正确处理家庭联产承包责任制和建立农用地流转机制之间的关系。

The difficulty of establising the circulation mechanism of agricultural land is to strip the social insurance function off the burden of agricultural land and treat it as simple production and economy elements and take efficiency asits standard to standardize its circulation and optimize its allocation. Therefore, city and country should be mutually united to provide fanners with more jobs, to standardize the circulation mode, reform the system of household registration, and set up and improve the system of social insurance and correctly conduct the househole-contract-responsibility system and establish the circulation mechanism of agricultural land.
