西部大开发对于少数民族地区的发展来说 ,是机遇 ,也是挑战。以法律法规固定政策 ,克服西部大开发中利益逆向性的矛盾 ,使少数民族地区逐步缩小与东部地区以及西部其他地区的经济发展差距。

Developing the west provides a chance and a challenge for the minority nationality regions. The policy should be regularized by the law and regulation, the contradiction of adverse interests in the development of the west should be surmounted in order to narrow the gap between the minority nationality regions and the east and other regions of the west. In this thesis the author presents that the legislation which to promote the development of economy in the minority nationality regions should make emphasis on enhancing the economic autonomy and preferential policies that the governmental departments of higher level make.
