摘要
人力资源作为决定事业兴衰的核心要素,已成为各地、各行业竞相争夺的首要目标。而欠发达地区受地理位置、经济发展水平、教育等因素的影响,在与发达地区人才源争夺战中难免处于战略劣势。所以,欠发达地区应把着力点放在本地区人力资源开发上,加大教育投入,改革分配、选人、用人体制,在育人、留人上下功夫。
As a vital factor for the establishment of careers. human resources have become the most important object in different regions and different walks of life. The underdeveloped regions, however, have been placed in an adverse position in the obtaining of talents owing to their worse or poorer geographic locations, economic levels and education levels than the developed regions. As a way out, the underdeveloped regions should pay great attention to the development of local human resources, increase the investments in education, reform their personnel systems and lay stress on the cultivation and introduction of talents.
