孙中山的《实业计划》是一个全方位发展中国实业的建国方略 ,内含开发西部的深远构思 ,这就是 :以东部为龙头 ,把东西两极联成通道 ;以铁路为纽带 ,形成开发西部的整体格局 ;以移民为辅助 ,加大人文资源的投入 ;以科技为内核 ,改变西部的落后面貌。

Sun Yan-san's “Program of Great Industry and Commerce Construction”is a great stratigy of China's development,in which the conception of exploiting west China was also conceived,That is,to connect the west and east to form a passage way;to exploit the whole western area by bonding the railway;to strengthen the human resources and financial investment by emigrating into the west;to change the fall-behind look of the west by-devoloping its science and technology.Sun Yan-san's conception is of great scientific feasibility.
