Renewing concepts is the thought foundation for the open education development.However,setting up the system of open education is a very complicated project.We must make full use of teachers advantages of well known universities and the advantages of network in RTV University.In the meanwhile,we should often train the teachers and strengthen the construction of teaching media.We must make break_through in teaching method,teaching management,teaching and learning services,and the teaching assessment.In this way we can make sure that the open education will develop smoothly.
