Selection of the Strategy Mode for the Exploitation of the West

1999年我国明确提出实施西部大开发战略,要合理选择西部大开发战略模式,把富民放在首位,处理好重点发展与产业结构整体协调发展的关系,因地制宜地发展特色经济。把当地资源培植、开发与保护生态环境结合起来,大力发展旅游业和基础设施建设,积极引导民间资本参与西部大开发。

In 1999, China put forward clearly the strategy of exploiting the West. The strategy mode must be properly chosen, that is, we should put how to make people rich in the first position, should deal well with the coordinate developing relationship between emphatic development and whole industrial structure, and should adjust measures of economy development with characteristics to local conditions. We should also cultivate and exploit the local resources with entironment protection, put special emphases on tourism development, and positively steer nongovernmental capital to take part in the West exploitation.
