摘要
国企分配制度改革存在的问题在于国企经营者的“身价”难以定位 ,平均主义理念阴影不散。其危害是经营者的积极性难以发挥 ,诸如所有者虚置、监督弱化、经营者短期行为、灰色收入等疑难杂症难以解决。怎样发挥经营者的智慧资源 ,提高企业的经营效益 ,拉动国企分配制度的根本变革 ,现实选择应为 :加大国企分配制度创新的力度 ,营造效率优先、兼顾公平的社会分配原则新氛围 ,尽快建立具有权威性的经营者评估中心 ,建立健全经营者合理的报酬约束机制。
Problems in reforms of state enterprises such as the orientation of `social status'of the managers as well as equalitarianism lead to difficulties in solving the complicated problems such as bringing the initiative of the managers into full play , insufficient supervision ,illegal incomes etc.Measures have to be taken to give full play to the managers' wisdom ,improve efficiency of enterprises and promote the complete change of distribution system of state enterprises.
