摘要
考证认为 :世界上最早的期刊论文的同人评审始于16 6 5年的法国巴黎 ,标志着近代期刊同人评审机制的形成 ;中国最早的类似机制 ,创始于清乾隆五十七年 (1792年 )的江苏吴县 ;同人评审机制由于其难以有效控制和一定的拖沓、不可靠和偏颇 ,正在经受时代的考验 ;未来的期刊审稿将达到人工审稿和机上审稿相结合的运作 。
Based on the textual research,it is believed that the earliest evaluation on theses in periodicals by fellow colleague appeared in Pairs,French in 1665,which marks the forming of evaluation system of recent periodicals. The similar system in China initiated in Wuxian county, Jiangsu, in 1792. This system is experiencing trials of times because it is dilatory, bias and hard to be controlled. The future operation will be a combination of manual work and machine operation in going over manuscripts.
