面对 2 1世纪 ,为了推动高校学报进一步繁荣发展 ,必须以出版集团、报业集团为榜样 ,借鉴国外高校办专业学报的经验 ,扬长避短 ,联合办刊 ,组建全国高校学报集团和地方高校学报集团 ,努力实施“中国期刊方阵”方案 ,尽力提高高校学报的学术质量和效益 。

In order to promote the development of journals of colleges and universities and make further improvement of their quality, it is proposed that the journal groups of the national and local colleges and universities should be organized and established so as to make greater contributions to our country in the new century.
