Influences of four index journals on collegiate journals in sci - tech evaluation in China

美国的《科学引文索引》 (SCI)、《科学评论索引》(ISR)、《科技会议录索引》(ISTP)和《工程索引》(EI)等“四大索引”编辑出版的意图是为人们提供科技信息服务 ,而不是充当评定刊物或论文学术价值高低的权威裁判。过分强调“四大索引”数据对科技工作评价的作用 ,会产生一些不可忽视的负面影响。只有公正、客观、全面地认识“四大索引”的作用 。

The information from the four index which include SCI,EI,ISR and ISTP has in recent years been widely accepted as an important guide line in evaluation of sci tech works and sci tech paper. However,such overemphasis of the evaluation function of these journals seems to have overstepped reasonable limits,resulting in some adverse efects, one of which is the impact on collegiate journals. A discussion about this and a brief introduction of the original function of the four index journals are given in this paper.
