本文认为我国的保税区从功能上说，更属于自由贸易区。以此为出发点，对我国保税区政府管理中存在的一些问题及解决这些问题的方法作了分析。提出应明确保税区的地位，建立统一、权威的管理机构；借鉴国外成功的管理模式等建议。

Functionally, this article regards Chinas bonded areas as free trade areas. With this viewpoint, the author analyzes some problems and solutions in the government administration in the bonded areas and proposes that the status of bonded areas should be clarified and a unified administrative organization should be established with experience drawn from overseas successful administrative models.
