摘要
围绕《电信条例》有关电信服务的规定,信息产业部电信管理局制定了与之配套的“一个标准、两个办法、三项制度”,从不同方面保证了服务质量和用户权益。《电信条例》确立的市场准入、互联互通、资费管理、电信资源管理等制度,体现了破除垄断、建立有效竞争机制的要求;而促进电信事业快速健康发展正是《电信条例》的立法目的和电信管理工作的最终衡量标准。
The DTA of MII laid down one standard, two methods and three systems around the relevant provisions on telecommunications services in the Telecommunications Regulations to ensure the quality of service and the rights and interests of customers in various aspects. The regime established in the Telecommunications Regulations for market admission, interconnection and internetworking, tariff management, telecom resource management has incarnated the requirement for monopoly eradication and the set up of effective competition mechanism; stimulating the rapid and healthy development of the telecom industry is the legislative objective of the Telecommunications Regulations and the yardstick of measuring the telecom management work.
