Studying Telecommunications Regulation, Changing Concepts and Enhancing Government Supervision and Control Consciousness and Ability

《电信条例》出台之时，正是北京通信管理局组建之际，遂将学习、宣传、贯彻条例作为政企分开后实行政府职能的第一件大事来抓。以多种形式，全方位、分层次、有步骤地去做；努力转变管理者自身的观念，摆脱原来的框框，依法行政；加强宣传落实工作的主动性与配合性，有所为才会有成效。

The Telecommunications Regulations was released just at the time when the Beijing Telecommunications Administration was being organized. So BTA has taken the study, publicity, and implementation of the Regulations as the first important thing for carrying out the government functions after the separation of government administration from the enterprise operation. The BTA will carry out tasks in various forms, levels, and directions and by stages, try to change the concept of the supervisors, shake off the original framework, enforce administration according to law, strengthen publicity, promote initiatives and compliance, and make achievements.
