From "Utilizing the Salt of Sichuan to Purvey Chu" to "Dividing the Salt-selling-areas of Huai and Chuan" ──A Study of the History of the Salt Policy in Modern China

文章研究了晚清四川盐从“济楚”而占有两湖市场到淮盐力图夺回川盐楚岸而行“淮川分界”策的过程。透过此过程，认为四川盐在两湖的销售，进入近代以后，在很长时间内仍维持着传统的运作方式，大约到了民国才真正被近代因素所影响，它展现了中国传统经济的一个独特领域在近代中国的演变历程。

This paper is a study of the history of the salt policy in modem China. 'Chu' is a geographical concept, mainly referring to some districts of Hubei and Hunan Provinces. The author pays close attention to the whole process from 'utilizing the salt of Sichuan to purvey Chu', which made the salt of Sichuan exploit and occupy the market of Hubei and Hunan successfully, to the application of the policy of 'dividing the salt-selling areas of Huai and Chuan', which shows how the officers who supervised the manufacture of salt in the Huai district took pains to recapture the market of Hubei and Hunan. In the study of such a process, the author argues that the sale of the salt of Sichuan in the market of Hubei and Human in the late Qing period maintained the traditional way for quite a long time. Maybe only after the founding of the Republic was the operation way influenced by modem factors. Such a process shows the transformation of a distinct field of traditional Chinese economy in modem times.
