试论确立完整产权制度

On the Establishing the Complete Property Right System

完整产权是指剩余控制权与剩余收益权结合在一起并落在同一主体上的一种制度。某一产权主体若只具备其中的一部分 ,即为产权残缺。产权残缺是当前我国国有企业效益低下的根源 ,改变残缺产权制度 。

The complete property right refers to the system that surplus control right and surplus earning right are combined,which belong to the same subject.Some property right subject has a part of the two,which is the incomplete property right.The incomplete property right is the source of the lower profit of the public corporations.Changing the incomplete property right system and establishing the comlete property right become the direction of the property right system′s reform.
