关于制定自治区自治条例问题的思考

REFLECTIONS ON THE DRAWIN UP OF REGULATIONS ON THE EXERCISE OF AUTONOMY IN THE AUTONOMOUS REGIONS

我国在民族自治地方依法制定自治条例的工作 ,在自治州和自治县两级基本上都完成了任务。但是二十多年来 ,我国的五个自治区却没有制定出自治条例。笔者在回顾内蒙古自治区多次起草和反复修改自治条例草案的过程后 ,对于自治区一级的自治条例未能及时出台的三方面原因进行了客观的分析。笔者认为 ,在新的世纪 ,随着制定自治区自治条例的必备条件 ,即法制条件和社会条件具备以后 ,各自治区的自治条例必然会适时出台 。

The task of drawing up regulations on the exercise of autonomy in autonomous districts has been finished at the levels of autonomous prefectures and counties. However, in the past 20 years, no such regulations have been drawn up in the five autonomous regions. Reviewing the whole course in which the regulations have been drafted and revised many times in Inner Mongolia Autonomous Region, the author of this paper makes an objective analysis of the three reasons why the regulations have not come out so far, and holds that in the new age, with the necessary conditions for drawing up the regulations, i.e. the legal and social conditions satisfied, the regulations will come out in good time, thus the task of drawing them up being successful fulfilled.
