Based on a metadata development and application framework, the paper gives a systematic presentation of related issues with the development and application of metadata. Then the paper explores in some details of the problems and standardization efforts related to metadata formats in different fields, metadata structures, metadata encoding languages (including XML), and metadata interoperability mechanisms (including RDF and metadata mapping).
