在西部大开发中实施防灾减灾 ,利用科技减灾 ,为西部生态环境建设作贡献。西部生态环境建设中要强调科技减灾 ,落实科技减灾产业化思想 ,大力推进并注入减灾中的科技含量。文章指出 ,应崇尚一种实事求是的科学精神及战略观念 ,靠科学评估、靠灾害风险分析、靠适度的生态环境政策 ,以确保西部开发规划、设计、建设各环节 。
