西部开发面临生态环境的严峻挑战。为尽快改善西部生态环境状况 ,必须建立健全西部生态环境建设机制 ,其机制的建立应遵循整体性、客观性、有效性及互利性的原则。以反映机制、决策机制、激励机制。
It was necessary to establish and improve the mechanisms for construction of ecological environment in Western China since ecological environment was facing an austere challenge The mechanisms should be unitary, objective, effective, and mutually beneficial The combinative of reaction mechanism, decision making mechanism, and excitation mechanism,monitoring mechanismas as well as compensation mechanism was an ideal system for ecological environment construction in Western China
