石油工业发展资金的解决途径

Measures to Solve the Problem of Development Fund for Our Petroleum Industry

由于石油价格与价值背离,成本上升,投资主体——石油企业,本身无力扩大再生产,而国家投资又受国民经济收入和投资规模的制约,因此,筹集、融活石油工业发展资金成了我国石油工业的重要课题之一。本文通过对我国石油资金来源、资金利用现状,以及集资、投资环境的分析。探讨了解决石油工业发展资金的途径,主要为:调整油价,保证石油简单再生产的需要;成立油气工业发展专业银行,借助发行债券、股票和储蓄等手段筹集、融活资金;通过上下游工业相互投资,形成石油、天然气、石化企业集团;加强企业内部资金管理;发展对外贸易与合作等,促进我国石油工业的发展。

As a result of the deviation of oil price from its value, the rising in cost of petroleum production. and the fact that the national investment is restricted due to national economic income, the petroleum enterprises all meet difficulties in enlarging their reproduction. As the above matters stand, it becomes an urgent need to raiseand circulate the development fund for our petroleum industry. By analysing the source and utilization of the petroleum funds and the environment of investment and fund raising effective measures are proposed in this paper as to solve the problem of development fund. They include the adjustment of oil price for meeting the need of simple reproduction, the foundation of a special bank of oil and gas industry development to raise and circulate funds by issuing bonds and stocks, the formation of oil and gas enterprise groups by investing in each other, the strengthened funds management inside enterprises, as well as the promotion of foreign trade and cooperation.
