此系统是在中国北方的冬季供暖系统的基础上改建而成，以用户楼（或居民小区）为单位集中制冷和供热，直接向用户提供冷空气或热空气。让通常只用于冬季供暖的热水锅炉运行于冬夏两季。其作用虽略逊于中央空调，但初投资和运行费用却远低于中央空调系统。
