文化市场是第三产业发展的一个重要分支,更是社会主义精神文明建设的重要阵地.党的十一届三中全会以来,河南省文化市场得到了前所未有的发展,但同时也存在着譬如经营者素质不高、管理不规范、监督不力以及文化市场管理的法律法规不健全等诸多问题,这就严重制约了文化市场的进一步健康发展.因此,只有按照中央关于文化市场'必须一手抓繁荣,一手抓管理'的方针,全面提高经营者素质,强化管理,规范市场,建立多渠道的监督机制,不断健全有关法律法规、加大执法力度,才能保证我省文化市场沿着健康、有序、法制的轨道顺利发展.

The cultural market is an important branch about the development of the Third industry . Moreover it is the significant position of the construction of Socialist Spiritual civilization . Since the third meeting of the Fifteenth Plenary Session of the Central Committee, there have been unprecedented developments in Henan's cultural market . However at the same time , there are many problems coming into being, such as the poor qualities of operators , the unstandard administration, the uneffective supervision and the inperfect laws and regulation. Which all restrict the healthy and further developments of the cultural market . As a result , following the Party's Central committee's guiding principle on cultural market ,which goes ' stressing the flourish and the administration as well ' , we can improve the operators' qualities , strengthen the administration , standarize the market order , build up various media of supervisary system , amplify the concerning laws and regulations , and intensify the enforcement of law . Only in this way can we ensure that the cultural market of our province would develop on the healthy, orderly , legal track .
