本文从过剩有效核电荷出发,提出元素的电负性以X_z=(Z_z~*)/n作为新的标度.X_z的数据在周期表中呈周期性变化,完全克服了pauling,Allred-Rochow等人电负性数据颠倒和与事实不符的现象,而且合理地给出了Ⅷ~A族元素的电负性.

Based on excess effective nuclear charge, this article put forwardthat Xz =is acted as a new scale of element's electronegativity.The data of Xz changed periodically in the periodic table , and it eliminated completely Pauling's and Allred-Rochow's phenomenon of electronegativity data transcope and not being correspond with the facts, and also it showed reasonably the etement's electronegativity of VIIIA tribe.
