The paper begins with a comparative study on distance education system and co nventional education systems, examines their major differences in constituent el ements, structure and functions. Then, a conceptual framework with operational i mplications for designing and planning of distance education systems has been pr oposed. Several other topics including the classification, collection and applic ation of students data; some principal contents for designing and planning of co urse and student subsystems have been discussed as well.
