Construction of Quality Evaluation System in RTV University Education

教育质量的评价，取决于教育的目的和 人才培养的目标。电大教育属于大众化高等教育，区别于普通高校的精英教育。不能将这两 种 教育放到同一起跑线上进行质量的评价。教育质量有广泛的涵义，而教学质量是教育质量的 主体。教师、学生、教材、考试是保证教学质量的基本因素。不断变革的现代教育必然引发 教与学的革命，导致教育质量评价体系的调整。

The quality of an education system should be evalu ated based on the goal of its establishment. The education through the TV networ k is in the category of the general public education, which is a lower level edu cation. It is different from the formal college teaching system, which is establ ished to produce the topnotch professionals and is in the category of the specia l education. Because of this difference,they should not be evaluated using the s ame standard. Education quality contains various aspects. The major portion of i t, however, is the teaching quality. Teachers, students, teaching materials and tests are basic factors to measure the teaching quality.
