熊彼特的创新理论是主导产业的理论基础。主导产业理论的核心就是促进创新，以形成“创新”与“扩散”机制。我国不少学者将主导产业理论简单地归结为主导产业的选择基准理论。这种抹去主导产业产生、发展的机制和条件，单纯地依照一些基准来选择主导产业并将主导产业的发展建立在优惠、特权、照顾的基础上，认识不到创新及其机制的重要性，是一种偏差。我国近期的主导产业是高新技术产业。应积极发挥地方政府的作用，制定符合高新技术产业发展规律的地区产业政策。
