土地是最重要的资源 ,我国现行法律制度对土地保护作了一系列的规定 ,但现实效果并不理想。通过对现行土地保护法律制度的经济思考与分析 ,提出了可交易的土地保护许可证制度的设想 。

Land is one of the most important resources.A series of regulations on land protection have been laid down in our law system in force,but it is proved to be impractical.Through the economic thinking and analysis on current law system for land protection,the author comes up with a proposal called tradeable land protection licence system,which provides a new idea for the law to protect land resources.
