Main Body of Public Security Needs Develop Balancedly—— Talking about Strengthening Social Public Order Organization

在公安主体中全面加强国家公安力量和社会治安力量的建设 ,克服“一手硬、一手软”的现象。社会治安组织是公安机关指导下的有组织治安力量 ,是公安机关强有力的助手。古今中外，社会治安组织都是不可或缺的治安力量。大力加强社会治安组织建设，提高对其战略意义的认识，加强社会治安组织的法制建设，加大投入，做到社会治安组织建设系统工程化。另外，国家公安力量与社会治安力量的原则界限亦不能混淆。

In main body of public security,we should strengthen constructions of both state public security force and social public order force all－ sidedly,overcome the phenomena of“ emphasizing state public security force,neglecting social public order force'.Social public order organization is an organized public order force under the guide of public security organs.It is a powful assistant of public security organs.In ancient times or today,in our country or out,social public order organization is an essential force for maintenance of law and order.We should strengthen the coustruction of it,enhance the recongnition of its strategic significance,reinforce the construction of legal system of it,increase the investment in it,manage to systematize the construction of it.In addition,we shouldn't confuse the principle bounds of state public security force and social public order force.
