体制变革中的预算外资金问题

Problems Concerning Extra-budgetary Fund in the Transformation of System

预算外资金,在我国有几种不同的统计口径:一是指各级地方财政部门掌握的自收自支、不纳入国家预算的那部分资金(小口径预算外资金);二是指以全民所有制为限,包括地方财政、全民所有制企业及主管部门、事业单位自收自支的一部分资金(中口径预算外资金),三是指不纳入国家预算的所有资金(大口径预算外资金)。本文以中口径预算外资金为分析对象,探讨我国体制变革中预算外资金的总量与结构状况、生成机理及治理对策。
