摘要
沿海开发区经过四年多的建设，初步形成了吸引外商投资的“小气候”，但沿海开发区要在国内外激烈的经济竞争中发展，必须进一步提高开放度，借鉴经济特区、国外一些办得比较成功的自由贸易区、出口加工区的经验，实施类似自由贸易港的政策，完善自由投资、自由贸易、自由竞争的市场体系。沿海开发区拥有优越的经济地理条件，具有实施这一政策的客观可能性。
The coastal development zones, situated in the forward position of openning to outside world, play the role of 'four windows' and 'two fans' and they are important components of open policy in China. In the last four years, a relatively good investment environment has been formed, and 290 projects have been invested by foreigner in the coastal development zones. A good perspective is expectable for the zones. However, in pace with the readjustment of the industrial structure in developed countries and in view of the severe competition in international markets, the zones are facing to not noly new opportunities, but also great challenges.
For further successful development, it is necessary to increase the open degree in the zones, which means to implement similar policies of free port and to perfect the market system including free investment, free trading and free competition, in a word, to further better investment environment.
