航空工业科技体制改革正处在关键启动时期，航空研究所面临重大转制调整与改革。本文对合理确定航空研究所企业化转制、保留航空科研能力进行了深入思考，提出了航空研究所调整与改革的建议。

： Since the science and technology system reform of the national aviation industry comes to an important start period,aviation research institutes are facing large－scale system transform adjustment and reform． This paper makes a detailed study on how to transfer aviation research institutes into enterprise without weakening its capability in scientific research, and gives some suggestions for it．
