The impact of the Great Western Development on Heilongjiang's economic development

西部大开发战略的实施是国家对区域经济发展政策的一次重大调整。西部大开发战略的实施对我省经济发展既提供了良好的机遇，又提出了严峻的挑战。黑龙江省应抓住这一历史良机，深化国企改革，尽快建立现代企业制度；加大技改更新力度，推动科技进步；大力发展非公有制经济，制定优惠激励政策，促进民营企业的发展；充分利用我省的自然资源条件，大力发展绿色食品产业，使我省成为国家的重要绿色食品生产基地；进一步扩大开放，发展与周边国家的经贸和技术合作关系，与西部地区联手拓展我省对外开放空间。

The Great Western Development (GWD) strategy is implemented under a major adjustment of China's policy for regional economic development.Both good opportunities and taugh challenges to Heilongjiang's economic development are confronted under the implementation of GWD strategy.For taking this historic opportunities,Heilongjiang must deepen state owned enterprises'reform,establish modern enterprise system and make scientific and tech improvement.Favorable incentive policies will benefit the development of private enterprises and their economy without public ownership.For building a major national base site for green food production in Heilongjiang,we must endeavor to develop green food industries and take the advantage of our natural resources.Strengthening economic,trading and tech cooperation with neighbor countries will enlarge our opening dimentions together with the western area's development.
