Reinforcing Functions of Public Finance in Deepening Reform

在10年改革的历程中,国家财政除了积极推行自身改革以外,还卓有成效地支持了价格、企业、金融、工资、外贸等诸方面的改革。但与此同时,国家财政也日益陷入职能弱化的困境之中。因此,强化国家财政职能已成为进一步推进改革和发展国民经济的客观要求。在深化改革中强化财政职能的政策设计,是一项错综复杂的系统工程,只能治标与治本并举,不可能一蹴而就。

In the course of 10 year reform, the national finance reforms itself actively and, at the same time, supports effectively the reforms in the fields of pricing, enterprise, finance, wages and foreign trade. However, the functions of national finance gradually falls into a difficult position of weakening. Therefore, to reinforce the functions of national finance becomes an objective requirement of furthering reform and development of national economy. To rein-force the policy designing of public finance functions is a intermingled and complex system-atic engineering which cannot be done at one stroke while taking radical measures and stopgap measures at the same time.
