摘要
实施区域卫生规划 ,加强卫生全行业管理是卫生管理体制改革的重要内容。但必须从国情省情出发 ,优化卫生资源配置 ,突出基本卫生服务。该文结合山东实际提出总体思路 ,五项关键政策和四条配套措施。
It was very important to implement regional health planning and strengthen health enterprise management in health administration system reform. According as the practice, we should perfect resource allocation and intensify basic health services. The general thinking, five key policies and four relevant measurements were suggested in the paper.
