This paper introduces the way of measuring flicker presented by International Electrical Committee(IEC).Then,based on it ,this paper designs a digital way of measuring flicker and promotes the original way of decomposing voltage fluctuation,so that the original analogue way can be used in digital meters.At last,it presents the simulation results.
