我国的移动通信建设起步虽较晚，但发展迅猛，正朝着优质、高效、新型的国际化方向大步前进。但频率资源的使用，仍未从根本上摆脱计划经济的束缚，并严重影响了移动通信的发展。因此，必须按照市场经济的要求．认真实行频率资源的有偿使用制度，同时要采取积极对策，大力拓展和管理好营运市场．逐步形成我国独立自主的国产化的通信产业。

Though starting off late, the construction of China's mobile telecommunications is developing apace. advancing in giant strides towards internatioonalization of a new type in quality and efficiency. Yet. the exploitation of frequency resources has not broken away foundamentally from the yoke of planned economy, seriously affecting the development of mobile telecommuni- cations. For this reason, regulations of paid service of frequency resources must be seriously implemented in line with the demand of market economy, meanwhile. active counter-measures must be taken and efforts made to open up markets and to run them wel1, so as to build up step by step the nationalized ir.dependent telecommunication enterprises of our own.
