对农村集体经济积累与发展问题的思考

Thoughts on the Accumulation and Development of Rural Collective Economy

农村实行以家庭承包经营为基础，统分结合的双层经营体制，极大地解放了农业生产力，促进了农业和农村经济的发展。但在新体制下，村组社区集体经济如何发展壮大，集体经济实现形式如何，一直是农村改革与发展的重大课题。从庄河市农村改革的实践看，发展壮大集体经济，建立集体经济积累与发展新机制应包括的主要内容有：建立明晰的农村集体经济产权制度；建立有效的集体经济实现形式：建立完备的集体经济管理制度；因地制宜建立健全集体经济组织。这些基本经验在今后的工作中应进一步充实和完善。

Bot under the new condition,how to develop rural community economy and in what way to realize collective economy have been a grca subjectfor rural reform and development. The reforming practice in Zhuanghe city showed the content of developingcollective economy, establishing collective economy accumulation and developing new mechanism as: establishingclear propriety system of rural collective economy, establishing effective realizing form and perfect administeringsystem of collective economy, perfecting collective economic organization according to regional differences. Theseexperience and measures should be enriched and perfected in the future.
