邓小平关于我国区域经济非均衡发展两步走战略；优先发展东部地区；在东部地区经济发展的基础上开发中西部地区，逐步形成合理的区域经济布局，实现国民经济协调发展。第一步战略的实施从经济特区试点开始。西部大开发是实现第二步战略目标的关键环节。

DENG Xiaoping's Two-step strategy of unbalanced regional economic development refers to giving priority to the development of the eastern region,then developing the middle and western areas on the basis of economic development in the eastern areas to gradually form a reasonable regional economic distribution and realize a coordinated development of national economy. The first step began with the experiment of economic zones;Western Development is a key link to realize the second strategic goal.
