自治条例是我国民族自治地方的一种特殊的地方性法规 ,它与一般性地方立法在制定机关、制定的权限范围以及制定程序上有较大区别 ;自治条例的立法范围一般是由宪法、民族区域自治法等规定的应由民族自治地方管理的地方民族事务 ;自治条例根据我国宪法、立法法、民族区域自治法以及其他具体法律、法规的规定享有一定的立法变通权 。

Autonomous Statutes is a kind of special local-statutes in the ethnic autonomous areas of our country.It has great difference in the making organization、making power and making procedure which compared with general local statutes;the confine of the autonomous statutes which stipulate the local affairs is formulated by the constitution and the law of Regional Ethnic Autonomy;According to constitution、legislative law、the law of Regional Ethnic Autonomy and other laws,the autonomous statutes is endowed with legislative power to make adaptations,but it has some limitations.
