Developing the Western Regions: the Relationship between Culture and Economy

经济、政治与文化的协调发展，是社会平衡发展的正确路径。西部经济虽然落后，但在历史文化与现实文化上却有一定的优势，因此制定经济文化战略，必须具体分析各种不同的文化形态和经济现状。西部开发的历史与现状，决定着西部开发的独特性。西部丰厚的民族文化资源的开发与利用，既是新的经济增长点，也能解决民族文化的继承与发展问题。把文化建设放到跨世纪经济社会发展的战略高度，重视文化建设的整体性。西部大开发应当选择一条经济开发与文化建设齐头并进、共同复兴的道路，在经济开发的同时注重文化建设，促进西部地区的全面发展。

A coordinated development of economy, politics and culture is the correct way to a balanced social development. Though it is backward in economy, the Western Regions has its own advantages both in its historical and realistic cultures, so in laying down the strategies for developing its culture and economy, a concrete analysis must be made of all the different cultural formations and economic status quo. Its history and status quo determine its distinctive features of development in carrying out the large-scale development of the Western Regions. Exploiting and utilizing rich and varied national cultural resources in the Western Part should have to become both a new starting-point from which to promote economic growth and a position in which to deal with the matter of inheriting and developing national cultures. Great importance should be attached to the cultural construction as a whole, by putting the cultural construction in a strategic position in the transcentenary economic and social development. In developing the Western Regions on a large scale, the right road to select has to be the one in which economic development and cultural construction are allowed to advance side by side and both of them share rejuvenation, that is, while speeding up economic development, we must pay attention to cultural construction, so as to bring about an all-round development of the Western Regions.
