经过二十多年的改革开放 ,我国政府与国有企业关系发生了很大变化。但囿于旧有模式的束缚 ,目前还有许多不尽人意的地方。为了适应社会主义市场经济的需要 ,必须构建体现法制经济的基本特征 ;能够确保宏观经济发展战略的实施 ;有利于焕发国有企业的生机与活力 ;符合中国实际。

Since the reform and opening to the outside world for more than twenty years, a great change has taken place in the relationship between the governments and the state-owned enterprises. But, owing to the bindage of the traditional pattern, up till now ,there are still a lot of troubles. To meet the needs of the socialist market economy, we must construct a new pattern of the relationship between the government and the state-owned enterprises, which can reflect the feature of ruling economics by law, pledge implement of macroeconomics developing strategy, shine the vitality of the state-owned enterprises and accord with the reality of China, with Chinese characteristics.
