本文论述了邓小平理论是“依法治国”方略的思想基础，阐明了民主与法制的辩证统一，依法治权，法律至上的结果必然要求走向法治国家，从而说明邓小平对“依法治国”方略的伟大贡献。
This thesis proves that Deng Xiaoping Theory is the ideological foundation of the strategy of \!government by law\'. It elaborates the dialectical unity of democracy and law, and states that legalization of power and supremacy of law necessarily lead to \!government by law\', which shows Deng Xiaoping's great contribution to the strategy.
