This paper makes theoretical study and empirical analysis on the aspects of technical innovation strategy,products developing strategy,technical introduction,technical reform and building and perfecting technology development system in the process of propelling enterprise technological progress. Furthermore,the operating mechanism of Tech Progress oriented enterprise is discussed.
