摘要
本文分析了我国基础研究人才队伍的现状与问题,探讨了基础研究队伍建设的指导思想、战略目标和相关措施。本文认为,我国基础研究人才队伍建设应突出重点、控制规模、提高质量、优化结构、提高整体实力。要完善吸引和稳定优秀科学人才并使之脱颖而出的管理体制和运行机制;造就若干学术造诣精深、在世界上有较大或一定影响的科学家;形成一支适应 21世纪科学发展趋势与特点、以优秀中青年学术带头人为主的、结构合理的基础研究队伍。
This paper discusses the status quo and problems of basic research personnel in the mainland of China, and explores the guiding ideology, strategic goal and relative measures of construction of basic research personnel. It argues that it should be giving prominence to the emphases, controlling scale, prompting quality and optimizing structure for the advance of integrate ability in the construction of basic research personnel. It should be also perfecting the management institution and running mechanism for attracting and stabling science person of ability and prompting talent to show itself even to become world class scientist. The construction goal of personnel for basic research is to fit the science development in the 21st century, which is structural rational and lead by those scientist in her age.
