摘要
分析研究了灾害的危害和非工程措施在国民经济发展中的地位与作用 ,因地制宜的提出了几条防灾对策。
This paper studies the damages of disasters and the position and effects of non-engineering measures in the development of national economy, and accordingly puts forward several anti-disaster countermeasures.
