In order to strengthen information management, to improve its management level, this paper puts forward a theoretical basis and a practical method, explains the important role of information in the modern society, suggests several reform measurements to both the institution and methods of information management. This paper also elaborates the condition, methods, content and steps of establishing a computer system on information management.
